A.Establishment. The city engineer may from time to time establish standards and specifications for work to be done on or over the public right-of-way. The grades of all streets, alleys and sidewalks shall be established and described by the city engineer and recorded in his or her office. The council may grant variances from the standard by a majority vote of the whole council, subject to concurrence by the city engineer that the variance would not negatively affect the public welfare or the safeguarding of life, health, or property and does not run contrary to any code or specification published by the state of Wisconsin.B.Required. No street, alley or sidewalk shall be worked until the grade thereof is established.C.Altering Prohibited.
