GovCodex is built in Sturgeon Bay, Wisconsin, on the Bay of Sturgeon Bay in Door County — a long way from the coast that usually claims the name. The problem we work on is local everywhere: the rules that govern property are public, and almost impossible to assemble.
Why we exist
The rules are public. Assembling them is the work.
Take an ordinary project: a detached garage with a room above it. The build is the straightforward part. Working out what is allowed can take weeks — a county parcel viewer, a scanned zoning map, an ordinance chapter written decades ago, a state code that governs the framing, and three offices that each answer a different piece of the question.
Nothing is hidden. Everything is public. It is simply scattered across a dozen places, none of which knows about the others, and none of which knows anything about the specific property.
The offices issuing those permits are not trying to be difficult. They are understaffed, answering the same questions by phone every week, and losing revenue to projects that never get permitted at all. Making permitting easier is not a fight with government. It is the fastest way to help it.

- 03Government is the customer tooThe same clarity that helps an owner helps the office reviewing the application. We build for both sides of the counter.
- 04Local is the whole jobThere is no national permit. Depth in one county is worth more than shallow coverage of fifty states.
