Burnett - Chapter 50 - SOLID WASTE
The purpose of this chapter shall be to facilitate action by the county, operating through the commission, to fulfill its responsibilities as a responsible unit for recycling purposes under Wis. Stats. § 59.09, and to engage in a solid waste management system under Wis. Stats. § 59.07(135). The goal of the county is to develop and engage in a system of solid waste recycling which meets with the criteria of Wis. Stats. ch. 287, in a cost effective and efficient manner. To this extent it is deemed to be advisable to involve municipalities, licensed solid waste collectors and the occupants of each place of residence subject to the county's responsible unit resolution in the system. It is further deemed to be in the public's best interests in consideration of its health, safety and welfare to engage in this system so as to facilitate reuse or recycling of postconsumer and other solid waste which, as a resource, may otherwise be lost or destroyed through improper handling, burial in a landfill or other means of disposal, or a means of disposal which may result in pollution or which, in the absence of controls, may not be properly or completely recycled resulting in contamination or dest

(a)General penalty. Except as otherwise provided, any person who shall violate any of the provisions of this Code shall, upon conviction of such violation, be subject to a penalty, which shall be as follows:(1)First offense. Any person who shall violate any provision of this Code shall, upon conviction thereof, forfeit not less than $5.00 nor more than $500.00, together with court costs.(2)Second offense. (a)The purpose of this chapter is to prevent pawnshops, secondhand article dealers, and secondhand jewelry dealers from being used to facilitate for the commission of crimes, and to assure that such businesses comply with basic consumer protection standards, thereby protecting the public health, safety, and general welfare of the citizens of the county and pursuant to the authority granted by Wis. Stats. § 134.71.(b)To help the sheriff's department better regulate current and future pawnshops, secondhand article dealers, and secondhand jewelry dealers decrease and stabilize costs associated with the regulation of the pawn industry through the timely collection and sharing of pawn transaction information, this chapter also implements and establishes the required use of the automated pawn system (APS). If the dealer chooses to engage in the purchase and sale of firearms, a valid Federal Firearms License (FFL) shall be required.(Res. No. 2015-39, § 1(1), 12-17-2015)
