The city council finds that excessive noise, disruption, and other public nuisance activities are injurious to the health, safety, and welfare of the city's residents and interfere with the quiet enjoyment of life and property. The purpose of this chapter is to prohibit conduct that is harmful to the health, safety, and welfare of the community and to prevent and abate public nuisance conduct, activity, events, and conditions. The council shall consist of the mayor and four (4) councilmembers, all of which shall be elected in the city at large.
